Right or wrong they are prepared to introduce WMDs Weapons of M ass Destruction in the form of CBR agents Chemical Biological Radiological and clearly have no compunction in inflicting high civilian casualties. The head of the UK security Eliza Manningham Buller at MI5 has warned of 30 years of aggression with the USA estimating 50 years.

Response Issues

Established reactionary procedures often developed by planners faced with the threats from the IRA are almost diametrically opposite to the requirements of today. Clear examples of changes are:

·          SIP Shelter in Place replacing evacuation

·          Moving to top of building instead of underground car park

·          Turning the HVAC system to full extract or full supply instead of off

·          Reliance on Emergency services replaced with self dependency

·        Robust Resilience replacing secondary location and Hot Sites

·        Safe Havens replacing rendezvous points

It is quite clear that the Police and Government will be unable to provide specific advice to all who may be exposed due to the following:

·          Their specific liability from wrong instruction

·          The challenges of specific advice against generic requirements

·          The problems of contamination direction in the urban environment

European legislation or guidance introduced November 2010   (CWA 43)
